LIBRARY REGULATIONS

 

ARTICLE 1: AIM OF THE LIBRARY

The aims of the Library are:

  • To develop and  maintain collections of books, scientific journals, electronic and audiovisual material, for the support and service of the Academic Community of TEI of Epirus of their educational and research activities.
  • To develop and maintain student collections with specialized material that would support courses, and be available for lending.
  • To provide services for faculty members, researchers and students, via informative booklets, training seminars, etc.
  • To organize and sufficiently equip Library premises, open to users (reading rooms, PC working stations) and to ensure their proper operation.
  • To provide access to informative sources and Greek and foreign libraries via information networks, library networks, etc.
  • To promote the role of the Institution as an Intellectual and Cultural Centre to the general public.

 

ARTICLE 2: LIBRARY STRUCTURE

Resembling the organizational scheme of TEI of Epirus, the Library constitutes a single organization consisting of a Central Library and administration centre in Arta and four Branch Library in the capitals of three remaining prefectures of Epirus (Ioannina, Preveza and Igoumenitsa). In detail:

In Arta:
Central Library containing collections which support the:

  • Department of Crop Science
  • Department of Animal Production
  • Department of Floriculture & Landscape Architecture
  • Department of Communications, Informatics & Management
  • Department of Traditional Music

In Ioannina:

Branch Library containing collections which support the:

  • Nursing Department
  • Department of Early Childhood Care & Education
  • Department of Speech & Language Therapy

In Igoumenitsa:
Branch Library containing collections which support the:

  • Department of Fisheries
  • Department of Applied Foreign Languages in Management and Commerce
  • Department of Tourist Business

 

In Preveza:
Branch Library containing collections which support the:

  • Department of Accounting
  • Department of Finance & Auditing

 

ARTICLE 3: LIBRARY OPENING HOURS

Opening hours of the Library of TEI of Epirus differ between branch libraries. Application of opening hours for each Library (Central and Branches) depends on staff availability. Regular opening hours are 8.00 to 15.00. Future objective is, opening hours to extent to 12 hours a day. The Library may employ trainee librarians in order to support library operation with extended opening hours. Library Committee may modify opening hours of Branch Libraries after proposition of the member of the Library Committee representing the Branch Library.

 

ARTICLE 4: LIBRARY ADMINISTRATION

4.1. GENERAL PRINCIPLES 

Central Library and Branch Libraries constitute a single, unique organization which operates under a single Library Regulations and named “LIBRARY OF TEI OF EPIRUS”.

4.2. LIBRARY COMMITTEE

The Library Committee is formed in order to ensure a better collaboration between the Central Library and Branch Libraries as well as to achieve consensus in decision making.

Library Committee consists of:

  • Head of the Library / Library Director
  • Five (5) members  of faculty (Arta, Ioannina, Igoumenitsa and Preveza)
  • One (1) librarian (in charge of the Central Library)
  • One (1) student representative.

Faculty members are appointed by each Department Committee while student representative is assigned by student associations. The role of the Library Committee is to assist and supervise work related to libraries collections, budget allocation and user services. Aim of the Committee is to act as the liaison between the Library and the Branches as well as to promote library issues towards TEI of Epirus administration. Library Committee meets every first week of the month and term of office for its members shall be two years. The composition of the Committee is approved by the Council of TEI of Epirus.

4.3 LIBRARY STRUCTURE – DEPARTMENTS

The Library of TEI of Epirus distributes work to individual administrative units (informal Departments), so as to ensure effectiveness. Constitution of Departments relates to Library functions and services. Departments and their services are as follows:

Collection Development and Financial Management Department

The Department is responsible for orders and acquisitions after analyzing the information needs of the academic community. Moreover, it assembles and processes new proposals and performs orders. The Department receives and checks new material, and forwards it to the Cataloguing Department. The Department publishes lists and bulletins with newly acquired material.

Cataloguing Department

The Department is responsible for the whole bibliographic process (cataloguing, classification, etc.) according to international standards and the appearance of bibliographic records at the library’s online catalogue. Moreover, is responsible for the immediate presentation of newly acquired material at the display cases as well as notification of users for new material.

The Department has also the responsibility for weeding library material, storage of outdated material, and maintenance of the existing and replacement of worn-out material. Finally, the Department is responsible for processing Grey Literature (degree thesis, master thesis, reports, etc) material into ARTEMIS database.

Electronic Documentation and Audiovisual Material Department

The Department is responsible for the analysis and fulfilment of users’ information needs as well as organization and provision of proper audiovisual material. The Department offers a number of up-to-date documentation services and resources such as databases, document delivery services, access to information sources and the Internet. All these sources cover a wide range of subjects.

 

Circulation, Interlibrary Loan and User Services Department

The Department aims at:
a) Better user services with regard to the Circulation, Interlibrary Loan and renewals in accordance with borrowing rules and Library regulations.
b) User assistance in the use of electronic resources and audiovisual material.
c) The organization of special educational seminars for the use of the Library Catalogue and other electronic sources.

Technical Support and Branch Libraries Support Department

Responsibilities of the Department are:
a) To support provision of electronic services, implementation and development of Library’s electronic systems and catalogue.
b) To follow-up and study new digital technology applications related to Library operations.
c) To create, develop and maintain Library’s web site as well as Internet services.
d) To support (technically and administratively) Branch Libraries (Ioannina, Igoumenitsa and Preveza).

 

ARTICLE 5: FINANCIAL MANAGEMENT

5.1. COLLECTION DEVELOPMENT POLICY

New material purchase is based on rational collection development of Library of TEI of Epirus. This policy is in accordance with Library mission, courses taught, research activities and the necessity of educational and cultural work advancement of the academic community.

Collection development concerns:

  • Print and electronic material that is related to scientific objectives of the academic community of the TEI of Epirus (books, journals, musical scores, CD-ROMs, videotapes, tapes, slides etc).
  • Student degree thesis and seminar papers.
  • Doctoral thesis related to the Institutions’ objectives.
  • Course books and lecture notes distributed to the students. This material consitutes the Student Collection and is available to all students of the TEI of Epirus.
  • Publishers and booksellers lists and catalogues.

5.2. MATERIAL PURCHASE ORDERS

All members of the academic community (faculty, students, researchers and staff) are eligible to submit orders for acquisition of new material.

Users submit their proposals to the Department Council for check and approval and then these are processed by the Collection Development and Financial Management Department. Users submit their proposals by filling in the appropriate book order form. It is necessary to provide accurate and complete bibliographic data including indicative market price. For their proposals, users may consult publishers’ brochures and catalogues as well as reference books available at the Library or any other source. In case the Library already owns the requested item, user should provide justification for the purchase. Only faculty members are eligible to propose for a journal subscription and this is rejected in case the Library owns the journal.

5.3. LIBRARY REVENUES

Library Director proposes to the Library Committee or the Committee itself proposes charges for Library services and facilities imposed on users. Charges may be applied especially for: a) photocopying machines use, b) Library participation to library and information networks (document delivery, information retrieval, etc.), c) Fines for overdue material, d) Fines for lost and damaged material.


Library Committee decision if approved by the Council of TEI. Library revenues cover expenses such as photocopying machines maintenance, supplies, material replacement, etc.

ARTICLE 6: COLLECTION

6.1: STUDENT COLLECTIONS

TheLibrary has a collection of more than 10.000 volumes, 110 journal titles, 1070 degree thesis, 230 audiovisual material titles (videotapes, cassettes, slides, CD-ROMs).

6.2: SUBJECT COVERAGE

The subject scope of the collection includes fields such as:

ARTICLE 7: STUDENT COLLECTIONS

This service supports the instructive work of the academic community with the creation of modern and representative collections of high quality.

ARTICLE 8: COLLECTION DEVELOPMENT PROCESS AND ORGANIZATION OF MATERIAL

Library’s material is organized according to international standards regarding cataloguing, indexing and classification. Material receives cataloguing according to the Anglo-American Cataloguing Rules (AACR2, 2nd ed.). Subject indexing is done according to the Library of Congress Subject Headings (LCSH). Classification and class number construction is based on the Dewey Decimal Classification (DDC).

ARTICLE 9: LIBRARY USERS

Persons in the following categories are entitled to use the Library:

  • Faculty members
  • Administration personnel
  • Undergraduate students
  • Erasmus students
  • Researchers
  • External users

Users are registered and being supplied a Library Card. Users may also provide any other identification confirmation in order to gain admission and sustain proper Library operation. Library card is issued by library personnel upon proof of identity (ID card or student ID).

9.1. RULES OF CONDUCT

Entering Library premises, users should keep their personal belongings in assigned lockers.

Users of the Library are required to conduct themselves quietly especially in Reading Room premises.

Smoking is forbidden in all parts of the Library except the lobby.

The consumption of food or drink is forbidden in all parts of the Library.

A user leaving the Library may be required to present all library material for inspection at the exit.

Users must not write in or otherwise mark or damage books belonging to the Library.

Users must not misuse or damage any item of furniture or equipment of the Library.

Entering the Reading Rooms, users should sign in the guestbook at the Circulation Desk.

Any infringement of the Library Regulations by a user, may lead to a suspension of Library use.

9.1 RETIREMENT OF USERS

Rules regarding graduation, resignation or retirement of users are as follows:

9.2.1 STUDENTS

a) Students who interrupt their studies loose their right to use the Library.
b) Graduates of TEI of Epirus have right of use of Library as external users.
c) Students interrupting studies or graduating must turn in their Library card. They must also fulfil all their obligations towards the Library and receive the respective certification otherwise they will not be awarded their degrees.
d) Library renders Library card invalid when notified for study interruption or graduation.

9.2.2 FACULTY MEMBERS OF THE TEI OF EPIRUS

Faculty member of TEI of Epirus who resign:
a) Prior to retirement, faculty member are obliged to return borrowed material and their Library card to the Library. Library renders Library card invalid when notified for retirement.
b) The Administration Department of TEI notifies the Library for retirement and receives the respective certification necessary for the issue of retirement certification and last payroll.
Official retirees are granted privileges (borrowing-Library card) provided that their permanent residence is at Library location. In case of other residence or in case they do not wish to retain library privileges the process of paragraph A is in effect.

ARTICLE 10: BORROWING

10.1. BORROWING TERMS AND CONDITIONS

Users of Library of TEI of Epirus are:

  • Faculty members
  • Administration personnel
  • Undergraduate students
  • Erasmus students
  • Researchers
  • External users


Borrowing terms and condition are as follows:

  • Faculty members may borrow up to five (5) books for twenty (20) days
  • Undergraduate students may borrow up to three (3) books for fifteen (15) days.
  • Researchers may borrow up to five (5) books for fifteen (15) days.
  • Administrative personnel may borrow up to three (3) books for fifteen (15) days.


Users have the right to renew items for seven (7) additional days, provided that there is no hold on them.
External users do not have borrowing privileges but may consult or make photocopies of library items.
Material excluded from loan includes reference works, degree thesis, seminar papers as well as audiovisual and electronic material.
Faculty members may borrow audiovisual material for a short period of time and for purposes of teaching only.
Items in high demand form the short loan collection and can be borrowed for 2 days.
Users are not allowed to remove items from the Library without a loan having been first recorded or with an appropriate authority.
Users are responsible for all material borrowed. Library material on loan to one user may not be transferred to another. The user in whose name the loan is made is solely responsible for the safekeeping and due return of items loaned.

In case an item on loan is lost, or returned damaged, the borrower will be charged for the item at replacement cost or be obliged to replace the item.

Items on loan must be returned to the library for physical inventory by the end of the last week of June each year. After inventory control, items can be borrowed again.

In case of overdue items, the Library sends the borrower a first print overdue notice a week after due date. The second notice is sent one week later. If the borrower does not return items, they are blocked from borrowing for three months and is notified in written. If the borrower does not return items on loan they lost borrowing privileges and is notified in written.

Overdue notices are sent to the last known address of the borrower. Unknown address or returned notices do not affect the validity of charges placement.

Loosing borrowing privileges may be suspended for one month (1) (grace period) in justified cases such as: a) illness, b) absence from residence for more than one (1) month.

Students who graduate, must fulfil all their obligations towards the Library and receive the respective certification otherwise they will not be awarded their degrees. The same applies for retirement of faculty members.

10.2. BORROWING PROCESS

Central Library and Branch Libraries use a common automated circulation system. The system offers online information on holdings, loan status, users, etc. The Library, and the Circulation Department specifically, maintains patron records (with data such as name, address, contact information, etc.) and their confidentiality.

10.3. INTER-BRANCH LOANS

Library of TEI of Epirus users may use the Inter-Branch Loan service in order to borrow material owned by any one of the Branch libraries (Preveza, Igoumenitsa, Ioannina).

Procedure.

In order to use the service, library users must be active and have no obligations to the library. The user fills in the Inter-Branch Loan request form at the library they belong. The library is responsible to proceed immediately with the request.

Delivery of material is done through ordinary mail and is chargeable to the library.

User receives and returns the requested material at the library they placed the request.

The loan period length is one week. Renewal for one week is at the discretion of the lending library.

Total number of items (including Inter-Branch library loan items) for each user cannot exceed the total number of borrowed material designated for their category.

Exceptions – restrictions.

Material generally excluded from the Inter-Branch Loan service is: Reference works, journals, dissertations, degree papers, seminar papers, audiovisual material, rare and fragile material, reserved collection material, short-loan material. Users may be presented with alternatives such as photocopies.

High-use items are also excluded from the Inter-Branch Loan requests. At the discretion of the librarian in charge, material is send to a Branch library for four (4) days only and remains in the library for in-house use.

Security

Regarding lost and damaged material applies the article 10.4.

 

10.4. RETURN OF MATERIAL – INFRINGEMENT OF LIBRARY REGULATIONS – FINES - PENALTIES

Material borrowed from the Library should be returned at the circulation desk and the librarian in charge during working hours. The Library cannot be held responsible for any lost item and items not returned to the librarian in charge.
A fine is imposed on users returning overdue items. The fine is 1 euro per day per item.

In case of overdue items the Library sends the borrower a first print overdue notice a week after due date. The second notice is sent one week later. If the borrower does not return items within one (1) month, they are blocked from borrowing for three (3) months and is notified in written. If borrower do not return items on loan, they loose borrowing privileges and is notified in written.

In case an item on loan is lost or returned damaged, the borrower will be charged for the item at replacement cost or be obliged to replace the item within one (1) week.

Repeated infringement of the Library regulations regarding borrowing may result in permanent loss of borrowing privileges. Penalties and sanctions are imposed by the Library Director and / or Library Committee.

 

ARTICLE 11: INFORMATION – USER EDUCATION

Library provides current information to its users via:

  • Leaflets
  • Informative material
  • E-mail alerts
  • Library webpage


Library organizes, at a regular basis, user instruction programs regarding:

  • Search and utilization of information sources and library equipment
  • Information on specific subjects related to educational and research work of the Departments
  • Freshmen orientation seminars

ARTICLE 12: COLLABORATIONS – PARTICIPATION IN LIBRARY AND INFORMATION NETWORKS

12.1. INTERLIBRARY LOAN – DOCUMENT DELIVERY SERVICE (ERMIS network).

Users may request material not owned by the Library. The Library is member of the National Network of Scientific and Technological Libraries of Greece , offering online document delivery of scientific articles. Interlibrary loan department is responsible for ordering, and the whole procedure on behalf of the users and for requesting libraries. Library users must meet the cost of the service which is determined by the lending library. All eligible library users have the right to use the service by filling in the appropriate request form.  

12.2. COLLABORATION WITH GREEK LIBRARIES

Library of TEI of Epirus collaborates with other Greek libraries and seeks collaboration with libraries from abroad regarding exchange  material, books lending, etc. The Library processes all requests provided that a user fulfils requirements. However, interlibrary loan service shall not impede other user services.

 

ARTICLE 13: PHOTOCOPYING FACILITIES

All Libraries of TEI of Epirus (Central and Branch libraries) are equipped with sufficient number of photocopying machines for users. Photocopying machines operate with magnetic card. Library does not provide free magnetic cards to any user category. Photocopies revenues and fines are used for covering the immediate needs of the Library. Photocopying is done by the users. Photocopying is subject to the provisions of National and international laws and regulations regarding copyright protection. Library personnel may prohibit photocopying of rare and fragile material.

ARTICLE 14: INVENTORY

The Library of TEI of Epirus will be conducting an annual inventory by the end of the semester (June) and during summer. Inventory data of Branch libraries are sent to the Central Library and the Library Director by the end of September. Inventory results are reported to the Library Committee.

 

ARTICLE 15: REVISION

Revision of Library regulations is recommended by the Library Director and approved by the Library Committee. All modifications of Library regulations are endorsed by the Council of TEI of Epirus. Issues not covered by the present, are regulated by decisions of Library Director, Library Committee or the Council of TEI of Epirus.

Στα πλαίσια του ΕΠΕΑΕΚ Ι και ΙΙ, η Βιβλιοθήκη του ΤΕΙ Ηπείρου ανέλαβε και υλοποίησε έργα με τα οποία αφενός βελτίωσε το συντονιστικό και οργανωτικό της ρόλο και αφετέρου βοήθησε οργανωτικά και λειτουργικά τις επιμέρους βιβλιοθήκες.
